Pursuant to a Permanent Council decision of 4 July 2019, the First President of the French Cour des comptes has been appointed as the External Auditor of the Organisation for Security and Co-operation in Europe (OSCE) for a three-year mandate, from 1 May 2020 to 30 April 2023, in accordance with Article 8.01 of the OSCE Financial Regulations (“A fully qualified External Auditor who meets internationally accepted auditing standards shall be appointed by the Permanent Council upon nomination by participating States. The tenure of office shall normally be three years unless otherwise determined by the Permanent Council.”).

The mandate given to the External Auditor covers both the audit of the financial statements, the budgetary management of accounts, the internal controls, and a review of the performance and regularity of the management of the OSCE.

The External Auditor mandate consists in expressing every year an opinion and to issue a report on the financial statements of the Organization (Article 8.06 of the Financial Regulations). Article 8.02 of the Financial Regulations also states that : “The External Auditor may make observations with respect to the efficiency of the financial procedures, the accounting system, the internal financial controls and, in general, the administration and management of the OSCE.”

In line with the provisions of Article 8.03 of the Financial Regulations of the OSCE, the External Auditor conducts his audits in accordance with International Standards on Auditing (ISAs) and with the International Standards of Supreme Audit Institutions (ISSAI).
