Law no. 2021-1104 of 22 August 2021 on combating climate change and building resilience to its effects, known as the “Climate and Resilience Law”, is a major step forward in climate action. Following on from the work of the Citizens’ Convention on Climate, it covers a very wide scope. In view of the need to evaluate the measures in relation to the objectives set as well as ensure that citizens are kept informed and involved on a long-term basis, the Members of Parliament have included Title VIII in the law, entitled “Provisions relating to climate and environmental assessment”. The State must therefore equip itself with the means to effectively manage and measure public action on climate and environmental issues.
