In France, the public service is made up of all permanent and contract staff working in one of three branches: the State public service (FPE), the local public service (FPT) and the hospital public service (FPH). Since the overhaul of the general framework between 1983 and 1986, a number of legislative and regulatory texts have modified the rules applicable to public sector employees. Three years after the enactment of the Law of 6 August 2019 on the transformation of the public service (LTFP), the Court of Accounts and the regional and territorial audit chambers (CRTC) have drawn up an initial assessment of its implementation. Although initial difficulties in attracting, recruiting and retaining public service employees were already apparent, the attractiveness of the public service was not one of the main objectives of the law. However, many of the provisions of this law partly address this issue, particularly with regard to the recruitment of permanent and contract staff and the streamlining of career progression.
